Otterburn and Redesdale represent some of the most remote habitation in England. The village sits in the Redesdale Valley along the River Rede, within the Northumberland National Park, with farms and cottages scattered across the surrounding moorland. Every property in this area is off-mains drainage — there is no mains sewer network here.
The River Rede is the defining feature of the valley — and its presence creates a direct compliance challenge. Under the General Binding Rules, no septic tank can discharge to the Rede or any of its tributaries. Given that the Rede runs alongside the main valley road and through the centre of the village, this affects a significant proportion of local properties. Many have been discharging to the river or nearby burns for years without realising this has been illegal since 2020.

Redesdale is one of the most challenging environments for wastewater systems in the North East. The upland landscape means thin soils over hard rock throughout much of the valley — in many locations, percolation testing reveals that a standard drainage field soakaway simply won't work. Treatment plants with permitted discharge to the River Rede or its tributaries are often the only practical compliant option.
The valley floor around Otterburn itself has slightly better conditions — floodplain deposits alongside the Rede can offer reasonable drainage, but the proximity to the river means watercourse discharge rules apply strictly. Any system discharging to the Rede is non-compliant under the 2020 General Binding Rules.
Being within the Northumberland National Park also adds planning considerations — not additional wastewater regulations, but sensitivity around any above-ground elements and the need to work within the National Park Authority's planning context.
